Traffic misdemeanors

If you commit a traffic misdemeanor in the territory of the Republic of Croatia, you are subjected to appropriate criminal penalties

If you have committed a traffic misdemeanor, you will be considered to have paid the fine in full if:

  • you pay a fine at the place where the offense was committed in the amount of half of the prescribed minimum or half of the exact amount of the fine if it is an offense for which only a fine of up to 2000 HRK for a natural person is prescribed.
  • after the misdemeanor procedure has been completed and the decision on the offense imposing a fine has been taken, you pay two thirds of the imposed fine within the time limit set by the decision imposing that penalty.

If a police officer fines you at the scene of the misdemeanor and determines the costs of the proceedings, and you refuse to pay the fine and costs, the police officer may:

• bring you to a misdemeanor judge by filing an indictment that will immediately examine you

• in certain circumstances, temporarily deprive you of your travel, other document or driver's license, if necessary to ensure your presence in the misdemeanor proceedings, or to prevent you from committing new offenses or preventing or obstructing evidence in the proceedings.

If you have been sentenced by a non-binding judgment, the period for payment of the fine may be fixed immediately. If you do not pay the fine within the time limit set by the decision on the offense, the fine will be immediately replaced by a prison sentence.

Misdemeanor records and the register of unpaid fines

If you are a offender you will be registered in the Register of Unpaid Fines when the decision on the misdemeanor becomes final and you have not paid the fine within the time limit set by the decision on the misdemeanor. This also applies to foreign citizens with the OIB of the Republic of Croatia.

If you are a foreign national offender without a OIB (personal identification number), despite unpaid fines, you cannot be registered in the Register of unpaid fines, but according to other information (first and last name, date of birth, possible MBG- identification number ) you can be recorded in the Misdemeanor records upon entry of the final misdemeanor sanctions.


Pursuant to the provisions of the Misdemeanor Act, a person without permanent residence in the Republic of Croatia who fails to pay a fined fine for the offense committed, upon re-entry into the Republic of Croatia, may be brought to a competent misdemeanor court, which will replace the imposed fine with imprisonment.

The register of unpaid fines as well as Misdemeanor Records is organised by the Ministry of Justice and Administration.
